* What solution can you propose to the societal problem you've been writing about? How will your solution address the primary cause of the crisis?

* New pet owners should adopt from shelters rather than go through pet stores. They wouldn't be supporting puppy mills.
* There should be better laws enforced. Puppy mills might not start in the first place because they would have more rules and regulations that actually get checked up on.
* They should have more of a punishment for owning and running a puppy mill. If there is more risks for starting a puppy mill, they wouldn't start one in the first place.

* How is your solution particularly practical, logical, manageable, ethical, humane, or economical?

* If it can be regulated and checked up on more, with more punishments and less people supporting puppy mills, there will be less of them. It is humane because there will be less harm to the animals, and the people running puppy mills will have to find another job to support themselves or they will get punishment. It is economical because more and more money will go to non-profit animal shelters and responsible dog breeders. It is ethical because the dogs will no longer be in harmful environments. Manageable and logical because if they stick with the rules and regulations, it will be easier to stop a puppy mill before it potentially could start.

* What else has been tried or proposed? Why is your solution the solution your audience should embrace?

The Humane Society of the United States have be trying to get more laws enforced, and people have been reporting puppy mills. My solution is a solution my audience should embrace because it would be easier to regulate the puppy mills and prevent them.
